PLOT. AND PLOT ACCESSORIES.

Honestly I've sorta drug my feet on doing any big exposition bits for probably far too long. We're just at the part of the story where there's some organizational details that need to get laid out to set the stage for the rest of the story!

Should be noted that most named divisions/offices/institutes are made up (but not out of place against their historic counter parts.) Mostly for my own sanity, and also to keep R.O.A.R firmly in the fictitious camp.
