Captain Patriot won't feature very prominently going forward (lord knows the cast is already big enough) but it's a good reminder that R.O.A.R wasn't the only super soldier program going on at the time. Although, it remains to be seen how much Henry is bluffing about how far along America's "Patriot" is from being just a dream, to reality.

In hindsight, the 30's-50's was a bit of a free for all the bio-weapons arms race, and the results of that are still largely being felt in 1998, as Dick has mentioned on and off every time we jump back to the current day.
